He was born December 17, 1929 in Salisbury, Md. to Lawrence and Ella (Bailey) Williams. He married Betty Roberts, February 13, 1953 in Cambridge, Md. she survives.
Other survivors include a son, Richard A. (Melody) Williams of Tiffin, two daughters, JoAnn (David) King and Kathy (Chris) Elchert both of Tiffin; four grandchildren, Chris (Mikki) King, Brian (Chrystal) King, Kacie and Caden Elchert; three great-grandchildren, Taylor and Brandon King, and Austin King.
He was preceded in death by his parents, a brother, Robert Williams, and a sister Helen Ege.
Richard served in the United States Army during the Korean War from 1948 to 1952. He then moved to Tiffin in 1961 to manage the Ritz Theatre. In 1994 he retired from Seneca County.

Funeral Service will be held at 7 p.m. at the funeral home, with Captain Kevin Zanders officiating. The United Veterans Council of Seneca County will perform military rites at the funeral home.
